Bill is a principal of Voyant Partners™ and serves as chief executive officer of Weather Analytics™. His leadership in general management, product development and marketing for the information-technology and publishing sectors ranges from multi-billion-dollar global enterprises to startups. A graduate of Harvard Law School, Bill was President & CEO of LexisNexis for its corporate and federal markets in the United States and the Chief Global Product Officer for LexisNexis worldwide. Under his leadership, LexisNexis created its two Internet flagship products, lexis.com and nexis.com, and broadened significantly products and services for the federal government, ranging from the Department of Homeland Security and national intelligence to the United States Patent and Trademark Office. In 1999, Bill founded the LexisNexis risk solutions unit, which now generates more than $1.5 billion in annual revenues.
In 2005, Bill founded Qbase LLC, which delivers data analytics solutions to the U.S. intelligence community, military services and federal agencies, with a strong focus on location-based intelligence. He led Qbase’s acquisition of the geo-search company MetaCarta in 2010. Bill also has served as president of Gartner Intelligence, a unit of global IT market research firm Gartner Group, and was director of marketing for The Washington Post. He practiced law with the Washington, DC, firm of Wiley Rein. Prior to attending law school, Bill was a journalist with The Associated Press.
Bill served on the Executive Board for the Institute for Development and Commercialization of Advanced Sensor Technology and also on the Boards of Directors for Congressional Information Service, Inc. and LexisNexis Special Services, Inc. He is a member of the Trust Committee of the Miriam Rosenthal Memorial Trust Fund and of the American and District of Columbia Bar Associations. He is a magna cum laude graduate of McNeese State University.
